   The New York Times  reported that over a 5-month period in 2012, there were 300 immigrants held in solitary confinement on any given day. Nearly 50% were isolated for 15 days or more, the point where psychiatric experts say they are at risk for severe mental harm and UN officials say constitutes torture.
