In December 2025, Operation Metro Surge deployed thousands of federal immigration officers to the Minneapolis–Saint Paul region of Minnesota. To date, the operation has resulted in over 4,000 arrests, and the killing of two protestors, Renee Nicole Good and Alex Pretti. At least one person taken by ICE in Minnesota, Victor Manuel Diaz, has since died in ICE custody in Texas. Although Operation Metro Surge officially ended in February 2026, hundreds of immigration agents remain in Minnesota, and violent immigration raids continue within the state and nationwide.

For the Twin Cities, state violence is not new. From centuries of colonial displacement of Indigenous communities, to George Floyd’s murder in 2020 and the racial justice movements that followed—communities in Minnesota are deeply familiar with what it means to endure, resist, and show up for their neighbors.

As they face the presence of ICE on their streets, residents have drawn on legacies of grassroots organizing to mobilize in protest and mutual aid. The seven photographers featured here document these efforts, highlighting the ways that neighbors and strangers alike can come together in collective resistance.
